Council debated whether to open the city administrator position to new applicants or continue with Jill as the interim administrator. Supporters said Jill has institutional knowledge, is saving the city money compared with hiring a full-time administrator, and is already managing key grants and projects. "It's costing the city right now only about $16,000 for me to do an interim, whereas if you hire a new city administrator, that's going to be at least a $120,000 to $130,000 a year position," Jill told the council when she described her experience and the workload involved.
Opponents cautioned that consolidating city secretary and city administrator functions in one person creates vulnerability if that person is absent and urged either splitting duties or accelerating recruitment. After discussion the council approved the motion to continue Jill as interim (three in favor, two opposed); the council directed staff to begin recruitment and to return details about advertising, interview roles and timeline for hiring.
