During the March 16 hearing, owners raised site-condition issues that led the board to lower land values on multiple parcels. Finance Officer and owner Dawn Pilker argued that the west and south portions of her lot flood during heavy precipitation and are not appropriate for building; the board reduced the land value to $15,700 for Parcel #021708.
Similarly, the board reduced land values for parcels adjacent to unimproved right-of-way or low areas that flood. For Parcel #021709 (LeRoy Koopman) the board set the land assessment at $8,600 after noting inaccessibility and flood risk; for Parcel #021713 (also Koopman) the board reduced land to $10,000, citing the parcel's failure to meet residential zoning buildability requirements. These factual findings — flooding, inaccessibility, and zoning limitations — were recorded as reasons for assessment adjustments.
The board instructed staff to record the reduced assessments and incorporate the changes into Colton's 2026 assessment roll.
