Colton council readies 4th Street reconstruction; Phase 1 to start May 18

The Colton City Council received a briefing on the Colton 4th Street Roadway and Utility Improvements project on May 11, including a public open house held the same day. Banner Associates project manager Weston Blasius told the council that "Phase 1 will begin on Monday, May 18th, on Sherman Ave in front of the Post Office," with substantial completion targeted for October and final completion in November 2026. The project includes watermain replacement, full roadway reconstruction, new sidewalks, and new lighting along 4th Street from Charles Avenue to Minnesota Avenue.
The project was bid on April 15 and Double H Paving submitted the low bid of $1,339,168.01. Council members discussed coordinating bi-weekly invoicing from SD DOT and Double H and holding special meetings to approve payments, a step Banner recommended to ensure timely payment to subcontractors. Banner also said separate contracts will be needed for GeoTek work and electrical, and the council will consider extra work that could be done with remaining awarded funds. Public access arrangements, detour signage, and preservation of sidewalk access to the Post Office were noted in the project materials presented to the council.
The council did not take additional funding action at the May 11 meeting; Banner and the contractor will hold pre-construction and bi-weekly construction meetings and the council expects project status updates to be published for the public.
