City administrator reports JDA update on Rice Creek Boulevard, cooperative agreement work and closed session on litigation

City Administrator Jessica Jagoe told the Council the Joint Development Authority received a Kimley Horn presentation on Rice Creek Boulevard infrastructure and landscaping, that Ramsey County reported an Army MOU for TGRS modifications is complete, and that the JDA subsequently met in closed session to discuss attorney–client privileged litigation with Alatus Arden Hills, LLC.
City Administrator Jessica Jagoe briefed the Council on the Joint Development Authority’s recent meeting, saying the JDA "received a presentation from Kimley Horn on the Rice Creek Boulevard infrastructure and landscaping, as well as an overview of the construction schedule for these improvements." Jagoe reported Ramsey County shared that "the Army Memorandum of Understanding for the TGRS Modifications is complete."
Jagoe also told the Council that following that public discussion the JDA met in closed session to discuss attorney–client privileged matters related to litigation with Alatus Arden Hills, LLC. Councilmember Brenda Holden raised a governance concern, asking how the City will protect itself under the new hybrid model after earlier County-developer negotiations had led to the City being told an agreement was final.
