Swearingen explained the payment terms and interest assumptions, noting the City assessment policy sets interest at prime plus two percentage points and that Finance recommended using the same rate as the 2026 PMP project (5.7%). Councilmember Kurt Weber asked whether the signal prices were included in the bid; Swearingen said these are the final as‑constructed costs. Mayor David Grant opened and closed the public hearing with no speakers, then Councilmember Tena Monson moved and Councilmember Emily Rousseau seconded approval of Resolution 2026-036. The motion carried 5-0.
