Planning commission recommends Tier III hog feedlot in Buckman Township; manure management and buffer conditions discussed

Representatives for Allandale Dairy Partnership, Shane Stangl and Kami Anez, presented a conditional-use permit request July 21 to establish a Tier III hog feedlot in part of the S 1/2, Section 13, Township 39, Range 30 (Buckman Township). Staff entered Sections 604.6 and 1209 of the Morrison County Land Use Control Ordinance, an aerial photo and a site plan showing setbacks; the record shows 27 neighboring notices were sent before the hearing.
Commissioners focused on manure management, setbacks, buffers and construction impacts. Commissioner Clint Kathrein asked whether there is available land to apply manure; Stangl said there is and that manure will be applied as needed. Kathrein and staff requested adding a 50-foot grass buffer as a condition. Stangl confirmed a backup generator and described prior maintenance: "We pump it through hoses. We did have a hose get a leak and it was fixed," he said. Resident Jim Meyer provided photos and raised questions about how equipment will enter and exit the property; applicants said approach and roadwork responsibility rests with the landowner and they would consult the township if changes are necessary.
After public comment and discussion of stormwater and road impacts, Commissioner Greg Colombe moved to recommend approval, seconded by Commissioner Clint Kathrein; the motion passed unanimously. The public hearing closed at 7:21 p.m., and the commission forwarded the application to the Morrison County Board of Commissioners for action on July 28, 2026.
