The City Council unanimously authorized staff to purchase 1.89 acres of right-of-way from the Sylvan Unified School District for the Tivoli specific plan area, authorizing a purchase not to exceed $1,250,000 and a related budget amendment.
Jessica Hill, Director of Community and Economic Development, explained the appraisal approach and funding source: "For Tivoli each year, we actually do a land appraisal… Cogdill and Associates does a land appraisal every year…and that amount was $440,000 per acre." Hill said the purchase price for the parcel was $831,600 and staff placed a contingency in the recommended authorization to cover environmental reports, legal fees and surveying, bringing the total authorization to about $935,000 but the council approved an authorization not to exceed $1,250,000.
Council members asked clarifying questions about the nature of the acquisition (right-of-way for future street construction) and received a staff confirmation that the purchase involves physical land for public streets. The Council voted to approve two resolutions: the conveyance-and-purchase agreement and a budget amendment to fund the acquisition (carried unanimously by roll call).
