Stantec prepared a Draft Final Feasibility Study and Rate Revenue Sufficiency Analysis exploring managerial consolidation of Teviston Community Services District into Pixley PUD; Stantec presented that managerial consolidation would mean Pixley oversees Teviston’s day‑to‑day office and field operations without physically merging systems. District Engineer Maija Madec and District Counsel Chad Lew met with Stantec and Teviston staff on July 13; Maija will return her comments and the board will set a date in September to hold a special meeting with Stantec.
District Counsel Chad Lew warned the board that if the two entities fail to negotiate agreeable terms the State may compel consolidation, and he noted state funding could be part of negotiated upgrades. Staff indicated Stantec would be administrative manager for Teviston until 2027, with Pixley proposed to take over in 2027 if proposed rates are implemented.
