PPUD closes Well 4A construction; approves design task order for TCP treatment
Summary

District Engineer Maija Madec reported construction of Well 4A under the DWR Drought Relief Grant is complete and a Notice of Completion was filed with Tulare County on May 27, 2026; closeout documentation and final reimbursement requests were prepared and submitted to the Department of Water Resources. Staff noted intermittent pressure-sensor settings had caused high-pressure lockouts; the high-pressure alarm had been changed from 50 psi to 70 psi and will be removed when pressure stabilizes at 60 psi; low-pressure alarm is set at 35 psi. A blown fuse discovered after a power loss was replaced by a Turnupseed technician.
Separately, the State Water Resources Control Board issued a revised Construction Funding Agreement for the TCP treatment project; PPUD signed and the State executed the agreement on July 15, 2026. The board unanimously approved Task Order 26-01 authorizing Provost & Pritchard to prepare final design and construction-phase services for TCP treatment and directed staff to pursue options for interim financing (RCAC bridge loan or borrowing from the TCP account) to avoid unfavorable interest costs.
