District staff described a purchase–sale agreement and temporary right of entry for the Pambo Elementary School site during the July 16 meeting, saying the arrangement enables the district to include half the appraised value of the site in the state 50‑04 application used to secure additional state facilities funding. "It was called a 50 o 4 application," staff said, explaining that appraised value of the site is added to the district’s state application to increase the amount of state funding the district may receive.
Staff said the district has already signed similar agreements with the developer for three school sites north of the highway and that this is the first of three planned actions. Trustee Pambo moved to approve the purchase–sale agreement and temporary right of entry during escrow; Trustee Olsen seconded and the motion carried 4–0 with one absent. Staff described the action as significant for increasing potential state dollars to support new school construction in the growing Mountain House area.
