Board approves future-focused facilities plan after amending out Waimea Park rezoning

After extended discussion about capacity, transportation costs and community notice, the board took an amended vote on the district's ‘‘future focused operations plan.’' Dr. Campbell (S17) and other board members pushed for delaying immediate action on the Waimea Park rezoning and related Bridgeway/Fordham items so affected communities could be consulted. The chair offered an amended motion that excluded those bullets from the 2026–27 and 2027–28 components; the amended motion passed by roll call as recorded by the chair (motion passes 5–0).

Board debate focused on timing and equity. Dr. Campbell argued the timing was unfair to Waimea Park families, saying, "I do not see that being fair," after visiting campuses and witnessing parents' and students' concerns. District staff, including Dr. Brewer (S7) and facilities staff (Mr. Whitehouse, S8), said the broader plan addresses aging infrastructure, deferred maintenance and operational efficiencies and noted contingency language that any project is contingent on funding. Board members who supported the amended motion said they still back the overall plan but want more community engagement before voting on site-specific rezoning.

The board directed staff to hold a series of community meetings in the next four weeks and to bring back community feedback in early September in a workshop setting. Staff also noted that formal rezoning votes require additional advertised public hearings later in the fall and that some costs — particularly retrofit and transportation expenses — informed the board's deliberations.
