Staff explained Ordinance 2026-01, the annual schedule of uniform submittal dates for plats required by the Texas local government code (the "shot clock" for plat review). The staff representative said P&Z approved the schedule on Dec. 18, 2025 and that the schedule accounts for holidays and the statutory 30-day review windows.
"What this does is that an individual comes in with a no matter what type of plat it is, it spells out when they have to submit a review process or timing," the staff member said. Council opened the public hearing; no members of the public offered comments. The council voted to include the ordinance on the Jan. 27 consent agenda for second reading; the motion carried by unanimous voice vote.
The ordinance will return for final action on Jan. 27, 2026; staff said it standardizes the plat review calendar to comply with state timelines and provide certainty for developers, surveyors, and engineers.
