City manager summarizes 2025: wastewater rehab, budget awards and capital approvals

The City Manager presented a year-in-review for 2025 highlighting accomplishments across departments and several capital actions.
"Last year, there was a total of 173 total published meetings," the city manager reported, and outlined departmental achievements: Finance won the FY '24 GFOA budget award; municipal court implemented new CloudGavel software; the police department reorganized leadership and pursued accreditation; IT completed a data-center refresh and tightened security; and HR processed more than 2,100 job applications. The manager credited staff for handling a heavy meeting schedule and expanded workloads.
The manager detailed capital and infrastructure actions: $2.4 million in ARPA-funded rehabilitation of wastewater treatment plants 1 and 2; closeout work on Wastewater Treatment Plant No. 3 and bringing Simsborough wells online; approval of almost $1,000,000 in asphalt contracts; lift-station and manhole rehabilitation; and the council's authorization related to $20,000,000 in certificates of obligation. Staff also advanced the Pine Creek Senior Apartments and adopted short-term rental registration rules on first reading earlier in the year.
Council members thanked staff for the work and said the review confirmed priorities for 2026. The manager said workload for 2026 will increase and flagged ongoing projects (wastewater, parks, convention-center repairs) for council oversight.
The presentation provided the council a summary of departmental metrics and capital spending that will inform upcoming budget and project decisions.
