Tracy Kasson of Rathje Woodward, representing applicant CWP West, LLC (Mister Car Wash), addressed the Council and asked that the April 22, 2026, plan be considered as part of the application. Peter Rogalski of Mister Car Wash said the revised plan identified three specific changes: the main access drive was reduced from 27 to 26 feet, the point-of-sale lanes were narrowed from 9.5 feet to 9 feet, and the new building prototype is five feet narrower. Councilman Brown said his constituents were fatigued by conversions of underutilized properties into car washes, while Mayor Philip J. Suess thanked the applicant for collaborating with staff on setback concerns related to potential IDOT widening of Roosevelt Road.
The council first voted to deny the special use as presented (Ordinance O-2026-27), then passed a separate motion (moved by Councilman Weller, seconded by Councilman Clousing) instructing the City Attorney to prepare an ordinance to approve a special use based on the April 22 revised plan. Both roll call votes were unanimous.
