The Board of Aldermen approved a conditional use permit allowing American Lawn and Landscape (Dan Hacker) to operate an outdoor landscape material storage yard at 15025 Jesse James Farm Road.
David Pavlich, community development director, told the board staff had received a public comment and that the issues raised were addressable: drainage noted by the neighbor is on adjacent property and an existing north–south driveway at the east edge of the property "is not access for Mr. Hacker's property," Pavlich said, explaining the drive previously served a water district facility and an outbuilding to the south. Kevin Bailey, who identified himself as a nearby property owner at 20411 State Route 92, said he was "not opposed to the project" but asked that drainage be maintained and asked about potential increases in use of the adjacent access road.
Pavlich said staff believes the concerns were answered. After two readings by title the ordinance passed unanimously on second reading. The permit includes the conditional use limitations discussed at the public hearing and staff will follow up as required in the site plan conditions.
The approval clears the way for the applicant to proceed under the conditions set by Planning and Zoning and the city; Pavlich said construction on the adjacent commercial building related to the Shops at Greenfield site is expected to begin within a few weeks.
