Wheaton Council directs staff to advance designs and return with detailed financial analysis
Summary

Following presentations on the proposed Fire Station 39 replacement and Police Station renovation alternatives, the Wheaton City Council directed staff to proceed with schematic design for the replacement station and Police Station Priorities 1 and 2. Assistant City Manager William Kolschowsky said staff would begin schematic design and value engineering and provide further analysis of operating revenues, expenditures and capital funding strategies for the 2027 budget discussions.
City Manager Michael G. Dzugan told the Council the City had retained an independent cost estimator to improve the reliability of project projections, and Director of Finance Robert Lehnhardt said any bond issuance under consideration would fit within the City’s debt policy (5% of EAV) though a credit‑rating impact had not been assessed. The Council did not record a formal vote on a bond; staff will return with refined cost estimates and funding options.
