Council introduces busking and nonfunctional‑turf ordinances as part of local regulation updates

On Aug. 10 the council introduced two ordinances by first reading. The first would add a city chapter to regulate busking — defining permissible locations and reasonable time‑place‑manner restrictions (for example, limits near bus stops, crosswalks, business entrances and outdoor dining; hours 10 a.m. to 10 p.m.) to balance First Amendment activities and public safety. The second ordinance implements state AB 1572 locally by prohibiting use of potable water for irrigation of nonfunctional turf on specified property types, with phased compliance dates and exemptions for trees and perennial plantings.
City attorney staff explained both ordinances are intended to provide local enforceability and clarity: busking rules to facilitate enforcement of obstruction regulations, and the turf ordinance to align with state water‑conservation mandates. Both items were introduced for first reading and will return for final adoption as required by council procedure.
