Solvang City Council approved a public convenience or necessity (PCN) letter for VIP Tobacco on Aug. 10, enabling the owner to proceed with a state application for a Type 20 off‑site wine and beer license. Staff explained the Department of Alcoholic Beverage Control requires a local PCN where a census tract shows a high concentration of ABC licenses.
The applicant, who identified herself only as "Monique," told council, "My type of business brings a lot of local people, and it's a daily it's a a very heavy traffic of people," and said offering modest wine selections would help the store after a nearby Rite Aid closed. Councilmembers noted the application appeared comprehensive and supportive business letters were submitted; the motion passed on roll call 5–0.
