The council approved Amendment No. 1 to the City of Goleta library management services agreement on Aug. 10, increasing the not‑to‑exceed FY 26/27 amount by $25,765 to $319,165. The amendment reflects increased operational costs and a reclassification of the supervising library technician position to Professional Librarian II.
Joanne Plummer, Goleta's director of community services, said Solvang's librarian, Erin Herzog, "does actually have a master's degree in library services," which supports the reclassification and will allow the Solvang librarian to make local collection and purchasing decisions rather than routing them through Goleta. Staff said the FY increase covers salary and associated benefits, and council voted 5–0 to approve the amendment.
