Solvang council directs staff to begin sphere‑of‑influence process after UBEC report

The Solvang City Council voted 5–0 on Aug. 10 to receive and file the Urban Boundary Exploration Committee report and to direct staff to begin the Local Area Formation Commission (LAFCO) pre‑application process to explore amendments to the city’s sphere of influence (SOI).
Rafael (city planning staff) told the council the committee "concluded ... to proactively plan for future growth and to maintain local control," and outlined next steps including hiring a consultant, completing required analyses (CEQA and an updated municipal service review) and holding public hearings at both the city and LAFCO. He stressed there is no map or annexation application yet and that the process is iterative.
The committee, formed in November 2025, examined growth alternatives, infrastructure needs and RHNA obligations. Staff recommended codifying guiding principles — including housing diversity, securing water resources, protecting green belts, and ensuring annexations are fiscally neutral or beneficial — and returning with draft policies for council consideration. Councilmember comments ranged from support for planning to cautions about fiscal and service obligations; staff clarified that formal service obligations would not take effect until annexation, and that an MSR would evaluate service capacity.
