Public Works Director Hamza Javed gave the council a quarterly update on the city's capital improvement program, reporting 22 active projects across conceptual, design, construction and closeout phases.
Javed highlighted the University Avenue pedestrian overcrossing as the largest current project and said it is nearing construction completion with a tentative end-of-October finish and a planned ribbon-cutting. He said final striping and bike-lane enhancements remain to be completed in the project's final phases. The traffic calming project, which faced delays related to insurance documentation for the contractor, recently cleared those issues and had a kickoff construction meeting scheduled. Javed also described the Newell-Bridal project that Palo Alto is leading; tree trimming has started while environmental restrictions will pause some in-channel work until spring.
Councilmembers raised cyclist-safety concerns at overcrossing approaches and asked staff to pursue additional striping, green bike lanes and other mitigations; staff said stripe work and bike boxes are planned as part of final project phases. Council also pressed the contractor punch list for earlier repaving work (Runnymede), and staff said deficiencies are on a punch list and payments have not been released while corrective work is completed.
