Council approves consultant contract to fast-track parks upgrades including pilot dog park

The East Palo Alto City Council voted Sept. 16 to authorize the city manager to negotiate and execute an engineering services agreement with CSWST2 to advance 8–10 priority parks projects, including a pilot dog park and replacement scoreboards at Jack Farrell Park and Martin Luther King Jr. Park.
Maurice Baker, introduced by staff as the community services manager, told the council the contract will fund consultant work to move a set of priority improvements forward. Jesse Marin, the CSWST2 project manager, said the consultant will work with staff to refine priorities, procurement and scheduling. "I'm Jesse Marin, project manager with CSWST 2, and we've had the opportunity to submit a proposal, to help complete, the priority projects in the pilot dog park," Marin said, adding the firm will focus on the elements the community wants completed first.
City staff and the consultant said the timeline depends on permitting and inspections by the building division; the consultant estimated sports lighting could be in place by the end of the city's fiscal year with a target of July 2026 for complete installation. Councilmembers asked about ancillary amenities such as restrooms at Bell Street Park; one member asked the agenda committee to consider an informational item on options to build a restroom there and seek potential reimbursement agreements with developers. The motion to authorize the CSWST2 agreement passed by voice vote.
