Commissioners asked clarifying questions about the connection across the railroad and traffic impacts; staff said phase‑two development will need an updated traffic‑impact analysis and cannot proceed until the crossing issues are resolved. Following discussion the commission voted to approve the final plat and recorded the roll call vote on the record.
