FinCom reviewed a warrant article proposing $200,000 to redefine Finance Department operations and implement recommendations from the Collins Report. The funding would pay for an outside firm to revamp accounting processes, improve financial controls and manage debt strategy; the proposal anticipates substantial on-site work because much of the town’s financial information remains on paper.
Members recommended the article explicitly allow training and departmental work in the RFP language and suggested alternatives to postpone an expensive new Town Hall in favor of renovations or other less costly options. The committee also discussed debt management options including delaying a new Town Hall and coordinating decisions with the Martha’s Vineyard Regional High School building project debt timeline.
