Sanilac County accepts 2025 emergency management annual report

Greg Holman, Sanilac County's emergency management director, presented the county's 2025 annual report and asked the board to accept it.

"It's my pleasure to, officially submit the annual report for the Department of Emergency Management," Holman said during his presentation. He told commissioners the department responded to 14 incidents last year, ranging from motor-vehicle accidents to house fires and an EF-1 tornado. Holman described a multi-jurisdictional exercise in October that included more than 100 participants and said his office updated the county emergency operations plan and worked with stakeholders such as the fairgrounds and Emerson Group to modernize facility-specific plans.

The board accepted the annual report by voice vote. Commissioners asked about the EOP review cycle and regional coordination; Holman said the review cycle is every four years and described mutual-aid arrangements with neighboring counties and state resources. He also said he recently earned Professional Emergency Manager certification from the Michigan State Police emergency management division and proposed a hands-on training session for the board chair at the EOC to practice declaration and notification procedures.

Holman noted the county maintains nine facilities identified under the Superfund Amendments and Reauthorization Act (SARA '302) reporting requirements to ensure plans are aligned with chemical-hazard response needs. He emphasized ongoing grant-seeking to fund preparedness work. The board recorded no further action beyond acceptance; Holman will provide a written report as requested.
