Committee members framed the funding as a way to relocate sewer lines, replace water lines, separate stormwater, and eliminate combined sewer overflows to allow future commercial and residential development. The committee adopted the creation of the capital project and directed the County Treasurer to create appropriate budget codes and revenue recognition to match the state aid.
