Council designates 228 Spencer Street a Glendale historic resource and grants Mills Act benefits

The Glendale City Council voted Aug. 11 to designate the house at 228 Spencer Street as a historic resource in the Glendale Register and to authorize a Mills Act historical property contract.
Staff described the 1927 Charles and Nellie Weaver house as an exemplary example of storybook architecture with contributing landscape features, including twisted‑trunk juniper plantings. The Historic Preservation Commission recommended designation under criterion 3 with one condition: the owner should replace a nonoriginal garage door with a more compatible wood door.
"These twisted trunk juniper trees ... are a contributing feature to the character of the property," the preservation planner said, noting the plantings were original and intentionally integrated into the house design. Council members pressed staff about the interaction between designation and pending state fire‑safety regulations and SB 79 exemptions for density; staff said state rules and fire‑code requirements would take precedence if they required removal and that staff would work with owners should that circumstance arise.
The council moved and seconded a motion to designate the property and approve the Mills Act contract; roll call vote approved the item.
