"We have to do it really at the next board meeting because the following one we could do a public hearing at 06:30," one member said about the senior-exemption timing. The clerk and members discussed the prospect of a special meeting but reiterated legal notice and state review timing could undermine a rushed schedule. Separately, staff updated the board on sewer-district outreach and infrastructure: Joe Minder tanks have been installed and tested, a transformer has been purchased and is with engineers, and excavation at Railroad Place uncovered contaminated soil and groundwater that will require frac-tank pumping to remove water before continuing work.
