Sun Valley fire chief outlines training, records gaps from McGrath report; council seeks fiscal impact estimate

Interim Fire Chief Ray Franco presented findings from the McGrath report and told the council the department must address training and records-retention shortcomings identified in the review. Franco said the IFSAC training was where the department was found to be deficient and that the department is now “training at the same level as other local departments.”
Council members pressed for details on record-keeping standards, the need for dedicated positions and clear staffing for a Code Enforcement Officer and a Training Officer, and asked whether the department’s current budget could absorb necessary expenses. Finance Manager/Treasurer Angela Walls clarified several line-item figures when questioned by Council Member Nils Ribi. Training Officer Robran outlined which training sessions would occur within the current fiscal year and which would carry to the next year.
Council President Bob Youngman urged staff to provide an accurate fiscal-year impact estimate for the training that will actually occur this year and said an inadequate training budget was unacceptable. Mayor Dewayne Briscoe and council members also discussed mutual-aid expectations with neighboring Ketchum and how meeting mutual-aid standards could affect operations and inter-city relations.
