Eversource seeks $727 million in rate relief; proposes 18% average bill rise in scheduling conference

Bridal O'Brien, vice president of rates and revenue requirements at Eversource, said the application also provides a baseline, exclusive-of-storms revenue deficiency of roughly $451,000,000, which the company estimates would represent "about a $20 bill increase or 11% overall." O'Brien said the company proposes rates effective 07/01/2027 based on a historical 2025 test year and seeks a proposed ROE of 10.25%.
Why it matters: the figures define the stakes for ratepayers and frame discovery and hearing priorities. Commissioners and intervenors pressed the company on the timing and scope of the materials supporting those numbers — particularly storm invoices and capital additions — and noted tight deadlines in the jointly proposed procedural schedule filed on August 5.
Several intervenors said they could not yet assess the company's request fully because not all supporting materials had been posted in redacted, public form. Eversource said confidential documents were available to participants in confidential form upon filing and that redacted public versions are being produced on a staggered timetable; the company pointed to target dates in its motion for redactions and promised to cooperate on meeting parties' information needs.
The scheduling conference closed with an instruction from Chair Tom Wheel that PURA will issue a procedural schedule reflecting the input heard at the session. The schedule will set dates for public comment hearings, prefiled testimony, hearings, and briefing deadlines.
