Resident urges review of winter road salt policy, citing environmental and infrastructure damage

Resident Donna Corpie presented detailed concerns about Londonderry's winter road practices, asking the board to review policy and operations.
Corpie said the town's posted winter road policy "has not been updated since 2015" and cited a provision noting salt is ineffective below 20 degrees F. She said she witnessed trucks applying salt during conditions where it is later plowed off in the same storm, calling that practice "unnecessary and wasteful" and raising concerns about corrosive effects on asphalt, vehicles and potential impacts to groundwater. Corpie offered photos and a handout and asked whether the town follows VTrans prioritization and the Winooski Conservation District guidance.
Board members responded by arranging a meeting between Donna, the road foreman (Josh) and staff to go over the concerns and the town's procedures; the chair and others thanked her for the research and said staff would follow up to look into policy updates and implementation oversight.
"The winter road policy as it's been posted to the website has not been updated since 2015," Corpie said. "Observation indicates that salt is being applied throughout a snowstorm only later to be plowed off during that very same storm."
