Consultants present stormwater master plan with multi‑million‑dollar concept estimates

Emily Petruni walked council through conceptual improvements for seven priority areas and attached preliminary cost estimates. She presented specific phase costs: "Phase 1 of concept A... estimated cost for this phase is $3,641,000" and "Phase 2 of concept A... $4,276,000." The consultants recommended Concept D, Alternative 2 as the highest‑ranked project and noted that planned work could require coordination with the railroad and additional design to refine locations and costs.
The consultants emphasized the study remains at a planning level and that some pipes "do not have capacity to kind of meet that basic engineering standard." They suggested next steps of completing the state's final review, considering plan adoption to support future grant applications and pursuing design/construction funding, including an HMGP application the town has submitted.
