Kaitlyn Higgins of Public Management presented the scope, timeline and key elements of a proposed comprehensive plan for the city. Higgins listed the plan's major components: "Vision/goals, community profile, land use plan, community engagement, wastewater system plan, water system plan, street system plan, drainage system plan, capital improvements plan and the zoning ordinance recommendations," and said the work would include GIS mapping and a community engagement process.
Higgins told the joint meeting the plan's benefits would include guiding growth and development, improving quality of life, preparing the community for future challenges, encouraging collaboration and leveraging funding and resources.
