Robert Hanna of consulting firm Zactax presented an update on a proposed TIRZ linked to a potential housing development. "TIRZ allows the city to set aside a portion of its property tax revenue into a special fund that is used exclusively to pay for eligible projects or improvements within a defined boundary," Hanna said, explaining the financing mechanism the consultant is studying.
Hanna told the joint meeting that Zactax is completing an Analysis of Development and expects that work to be finished in 30 days. The minutes do not record a formal vote or a council direction to adopt a TIRZ; they record an informational presentation and a forthcoming consultant analysis.
