Emergency Manager outlines FEMA floodplain changes, mutual-aid updates and grant pursuits

Emergency Manager Brett Lambrecht briefed the Board on a Jan. 1, 2025 FEMA change requiring new construction with FHA mortgages in Special Flood Hazard Zones to be 2 feet above base flood elevation, updates to mutual-aid agreements for 14 fire departments and 4 EMS services, and a regional FEMA Assistance to Firefighters Grant application for new pagers.
Emergency Manager Brett Lambrecht told the Board several administrative and regulatory updates affecting townships and emergency services.
Lambrecht said that "as of January 1, 2025 new construction with FHA mortgages in Special Flood Hazard Zones must be 2 feet above BFE (base flood elevation)." He said he will provide the new requirement information to township officers. Lambrecht also said he will update and distribute mutual aid agreements covering 14 fire departments and four ambulance/EMS services, revise township FEMA memoranda of understanding required for eligibility, and update the township road annual maintenance and graveling guidance to align with FEMA standards. Lambrecht reported the county applied for a regional FEMA Assistance to Firefighters Grant that, if awarded, would help purchase pagers required for the 14 fire departments.
He also provided updates on local projects including the Richland County-Colfax Township ND DOT Flex Fund transportation grant (a project of approximately $107,000 with ND DOT reimbursing $95,000 and the township paying the remainder) and noted that the Helendale Bridge project has been delayed but should start soon.
