Council receives conceptual Arts District plan for Clark Avenue

City staff introduced a conceptual Arts District overlay for Clark Avenue and asked the council to provide direction on key policy ideas. Alex Elgato, the city’s new advanced planner, said the overlay would be voluntary and allow property owners to opt in to incentives such as relaxed parking standards, live-work units, and streamlined reviews to encourage galleries, studios, cafes and complementary uses.
Amanda Troppiano of De Novo Planning Group described potential standards — permitted uses, conditional-use or administrative review for breweries or performance venues, live-work unit parameters, lot-coverage and build-to lines to activate the street, and parking-relief options. She said implementation would require a general plan amendment, CEQA compliance and outreach to property owners.
Councilmembers generally supported the concept while offering tweaks — Mayor Pro Tem Sanchez suggested administrative review for on-site alcohol in some cases; others urged more property-owner outreach and clarity about allowed noisy fabrication uses. Several small-business owners and artists told the council they support the idea but stressed the need for incentives, safety and practical implementation. The council voted to receive and file the conceptual report and asked staff to proceed with drafting a formal overlay zone and outreach.
