The Kossuth County Board of Supervisors unanimously adopted Resolution No. 08-04-26-01 on Aug. 4, 2026, approving tax compliance procedures to govern the county’s use and administration of tax-exempt municipal bonds. The resolution cites Section 103 of the Internal Revenue Code and authorizes the county auditor to update procedures periodically with advice from bond counsel.
Supervisor Amber Garman moved to adopt the resolution and Supervisor Kyle Stecker seconded; the roll-call vote recorded Garman, Stecker, Haas and Chairman Carter Nath voting yes. The resolution states the procedures are intended to ensure compliance with federal tax rules when the county issues or uses tax-exempt obligations. County staff will keep the compliance procedures on file and update them as necessary to reflect IRS rulings and regulations.
Why it matters: adopting formal compliance procedures helps preserve the tax-exempt status of county obligations and sets internal processes for document retention and post-issuance monitoring. The board recorded the action as passed and will maintain the adopted procedures through the auditor’s office.
