Trustee David Sherman moved, Trustee Matt Soleau seconded to use the unallocated fund balance from NYCLASS to cover the project balance; the board approved the funding motion and then approved awarding the contract (Resolution 2026‑12).
The mayor expressed concern about borrowing for the project and indicated the preference to use existing unallocated funds instead. The board did not state a formal repayment schedule or additional borrowing authorization in the minutes. The motions were recorded as approved by the present board members.
