Terrell Smith, Assistant City Manager, presented the rationale for a Facilities Master Plan, saying it will identify space needs across departments as staffing and equipment needs grow to meet community service demand. "The goal of the Facilities Master Plan is to identify space needs of each department as staffing and equipment needs grow to keep pace with the growing service demands of the Community," Smith said.
Michael Howard, representing Parkhill, outlined the firm's qualifications and scope and told Council that "April is the window in which Staff can expect the study to be completed." Council voted 6–0 to authorize the City Manager to execute the contract with Parkhill.
Staff said next steps include contract execution and a project kickoff; the study's findings will be returned to Council for review and possible direction on capital or operational changes.
