Council denies Specific Use Permit for Brakes Plus auto-repair site

Mayor Jay Northcut opened a public hearing on Jan. 13 for a request to grant a Specific Use Permit for a minor automobile repair facility, Brakes Plus LLC, at 1218 Sam Rayburn Highway.
Tyra LaVerne, Interim Director of Development Services, told the Council the City Code requires a parking ratio of three spaces per service bay plus one per employee, which for this project yields a requirement of 29 spaces. "The applicant provided 2024 data from other corporate sites stating that they expect approximately 20 vehicles per day," LaVerne said, and the applicant proposed 21 spaces. LaVerne added the facility would not operate as a drive-through; customers would park while staff moved vehicles into service bays. The Planning and Zoning Commission forwarded a recommendation of approval by a 5–1 vote, and Staff reported no notices or protests were received from property owners within 200 feet per State notice requirements.
Engineer Mathias Haubert presented the site overview and answered Council questions about onsite circulation and parking management. After closing the public hearing, Council voted 6–0 to deny the ordinance amending Melissa's Zoning Ordinance to grant the SUP. The motion to deny was made by Joseph Armstrong and seconded by Preston Taylor.
The denial leaves the property zoned as currently established; the applicant may return with a revised plan or appeal options available under City processes. No formal conditions or amendments were adopted in place of the requested SUP.
