Julie Astrell presented an easement application from Doug Allen for a 20‑by‑44‑foot segment of right‑of‑way on Illinois Avenue that provides the only access to his property and supports steps and a wood platform. Astrell explained the proposed easement does not encroach into the traveled lane and that the applicant intends to repair or replace the stairs and secure required building approvals.
Applicant Doug Allen told trustees the existing stairs were installed by the prior owner without a permit and that he plans to have engineered plans reviewed by Pikes Peak Regional Building to bring the steps into code compliance. After trustee questions, a motion to approve the easement carried by voice vote.
