The Moira Town Board voted April 14 to authorize participation in the New York State Homes and Community Renewal Community Development Block Grant (CDBG) program and to adopt related plans and roles needed to apply.
Resolutions #71–76 collectively authorized Friends of the North Country, Inc., a 501(c)(3) not‑for‑profit, to assist the Town with preparing and submitting a CDBG application; adopted the Abbreviated Consolidated Plan, Citizen Participation Plan and Anti‑Displacement Plan; authorized the Town Supervisor to execute application documentation; designated the Section 3 Plan and the Supervisor as Section 3 Coordinator for the housing rehabilitation program; and reaffirmed the Town’s commitment to further fair housing. The minutes record: “Friends of the North Country, Inc., a 501(c)3 not‑for‑profit corporation, is hereby authorized to assist the Town to prepare and submit an application to New York State Homes and Community Renewal for the purposes of Community Development within the Town’s jurisdiction.”
The board also determined the Environmental Review Record is a Type II Action under 6 NYCRR Sections 617.4 and 617.5 (Resolution #74‑2026). All CDBG resolutions were adopted by unanimous consent (Ayes 5, Nayes 0). The Supervisor was authorized to sign and execute the necessary documents.
