A lawmaker nominated Keith David Manning and Milton Ross Howard to fill the two available seats on the BTU board, saying the city had considered candidates’ qualifications carefully. "I would like to nominate Keith David Manning and Milton Ross Howard for the 2 available seats," the lawmaker said.
The Mayor seconded the nomination and opened the matter for discussion. In remarks following the motion the nominator cited Keith Manning’s "subject expert matter, expertise in nuclear energy" and referenced the city’s relationship with RELLIS Campus as part of the rationale for the appointments. The Mayor called for a vote; after members voiced assent the Mayor declared, "Motion carries unanimous," approving both nominees. The council then closed the first regular meeting and moved into the second regular meeting.
