Council approves $1.6M CDBG pro-housing infrastructure agreement to support at least 15 affordable homes

The council approved Resolution R16726 to enter into a CDBG Pro Housing infrastructure agreement with Dane County. Housing staff said Fitchburg was awarded $600,000 in 2025 CDBG pro-housing funds and is leveraging an additional $1,000,000 from the city’s affordable housing fund to create a $1.6 million investment in infrastructure to support development of a minimum of 15 homes affordable to households at 80% or below area median income.
Housing staff and a Dane County CDBG specialist said the agreement sets out federal compliance, reporting and project milestones; some insurance and liability language in the contract (sections 27a and 27b) remained marked as draft and staff asked council to approve the agreement while those final provisions are resolved. “This particular agreement establishes how the CDBG funds will be administered… a big piece is the federal compliance and reporting requirements,” the presenter said. The council approved the resolution so the city can proceed with procurement and meet CDBG deadlines.
