County IT recommends stronger data-privacy and AI contract standards; board backs work plan

County IT and the CAO’s office presented a preliminary response to a board referral asking staff to strengthen contract protections for county-held data, including limits on unauthorized secondary uses and protections for personally identifiable information.
Eric Chatham, the county’s chief information officer, summarized three deliverables: (1) review current contract safeguards and procurement practices, (2) recommend updates to county contract templates and procurement procedures — including a standard exhibit for data privacy and an AI exhibit for procurement and contracting — and (3) establish countywide data privacy, retention, and AI governance standards. Chatham said centralized technology contract review by ITD needs reinforcement so technology procurements are consistently evaluated for privacy, security and AI risk.
Board members praised the work and moved to adopt staff’s recommended next steps; the motion passed unanimously. Staff will proceed with updating templates and bringing back recommended policy language and standards for board approval.
