Finance director: investment earnings fell and reserves remain below recommended levels

Finance Director Anna-Maria Weston presented Meadows Place’s fourth-quarter investment and budget reports for the period ending Dec. 31, 2025, reporting a drop in investment earnings and reserves below recommended targets.
Weston said the interest rate on the city’s investment accounts decreased from 4.3% to 4% and that total interest earned across City, Utility and EDC accounts fell from $99,967 to roughly $82,496. She reported the General Fund’s unrestricted reserves ended the fiscal year at the equivalent of six months—$623,926 below the recommended seven months of reserves. The Utility reserve ended the quarter at 4.9 months—$888,828 below the recommended 10 months.
Weston also summarized fiscal-year-to-date revenues: General Fund revenues stood at 19.9% of budget, roughly in line with the prior year, and current and delinquent property tax collections through December were at 16%, about $100,000 higher than the previous year. The city received $166,458 from Fort Bend County for the lift station project and $148,392 in grant reimbursements for car-camera and dispatch grants awarded in FY 2024–25; about $40,000 in flock-camera grant funds remained outstanding.
No council action was taken; the reports were received for information and monitoring.
