Council Member Phil Karrer seconded the motion and the measure passed with all five members present voting in favor (Mayor Daniel Loyola; Councilmembers Jerry Penshorn, Kerry Gutierrez, Karen Mills and Phil Karrer). Patrick Aten was recorded in the minutes as the city secretary and was added as a signatory per the motion. The minutes show there were no dissenting votes; Councilmember Jeremiah Burns was noted as absent.
