Otsego council approves Jacobs Plat Second Addition, related easements and assessment agreements

The Otsego City Council on July 27 approved a package of actions for the Jacobs Plat Second Addition, including Resolution 2026-56 vacating existing drainage and utility easements and Resolutions 2026-57 through 2026-60 approving the final plat, a development contract and two special assessment agreements. City Planner Dan Licht presented the staff report and responded to council questions; Evan Mattson represented the owner, Endeavor Investments XII, LLC.
Councilmember Ryan Dunlap asked whether a condition preventing the property owner from appealing assessed property value was intended. Planner Licht explained the city plans to use reserve funds to finance the public improvements and does not want reductions in property tax revenues while those reserves finance the project. City Engineer Ron Wagner outlined a timeline: design work this winter, plans and specifications in early 2027, construction in summer 2027 and a second asphalt lift the following year. Each of the resolutions passed by unanimous 5-0 votes.
The actions approve moving forward with public improvements and use of special assessment agreements; the council’s approvals also include conditions as presented in staff materials.
