City staff presented a quarterly management review for Q2 with a new emphasis on benchmarks and operational dashboards.
Joseph Panino summarized the Q2 scorecard and said staff refined the reporting to provide benchmarks against internal and national standards. He said building-inspection metrics and plan-review turnaround times were holding at the city's 10-day standard at the 90th percentile, and that the time to answer resident business-service phone calls dropped from 13 seconds to 5 seconds.
Adam Novotny presented financial context: sales tax collections were tracking above budget and midyear budget amendments had already repurposed some revenue; he said projected FY2026 use of fund balance will be lower than originally expected. Panino flagged a rise in code-enforcement cases (424 to 852) while closeout rates held near 85%, and said a methodology change increased the proportion of road issues recorded as fixed within the 7-day benchmark to 94%.
Council praised the new benchmarking and dashboards and asked staff to keep refining the real-time tools. Panino and Novotny said staff will continue to automate reporting and provide department-level dashboards to improve operations.
