Roswell council initiates UDC text amendment to allow small indoor auto showrooms; council asks planning commission to vet maintenance limits

Planning & Zoning Director Jenny (Ginny) Peyton and support staff introduced a proposed text amendment to the Unified Development Code to add "auto showroom and maintenance" as a limited use in specified corridor/node (CX, CC, CH) and employment (IX, IL) districts.
Peyton described the proposed definition: a limited-scale indoor sales showroom displaying no more than three vehicles with an associated sales office for computer-based ordering, combined with an accessory light-vehicle service area containing up to three maintenance bays for minor routine maintenance (oil changes, tire rotations and quick service) with all maintenance conducted indoors and no heavy repair, bodywork or painting.
Council debated multiple elements: whether the showroom alone should remain a limited use while the maintenance component be a conditional use; whether the cap of three vehicles was sufficient (one councilmember suggested four); whether vehicles involved in retail purchase could be stored on-site (staff recommended no outdoor inventory for sale); how to ensure point-of-sale tax capture; and whether to forbid overnight outdoor storage. Staff suggested clarifying language for planning commission and recommended no overnight outdoor storage for maintenance vehicles and no outdoor inventory for sale.
Council Member Beeson moved to forward the initiation to the planning commission with the council'provided feedback; Council Member Sells seconded. The motion passed unanimously and the item will proceed through planning commission review and return for first reading.
The committee instructed staff to bring back tightened language on inventory, parking, point-of-sale and to consider separating showroom and maintenance into different approval tracks.
